Probably a repeat Question.... (Negating cards in play)

so I apologize in advance; however, I have to ask a fairly important question to someone who hasn't played OP since 1999.  

Does the following scenario hold true with today's OP rules?  

As played at the 1998 NYC Regional Tournament at Neutral Ground:

1.  Player 1 plays Special Card "Vertigo".  
2.  Player 2 does NOT negate "Vertigo", thus the card's effect has taken place.
3.  Player 2 then plays a "Draw 3 or Draw1" which happens to be a negate.
4.  On Player 2's next offensive turn they choose to negate Vertigo. (Vertigo is gone from the battle)

Overall, what I'm asking is:  Can cards that say "For remainder of the battle/game" (that are not avoided or negated when they are initially brought into the battle) be negated subsequent turns or theoretically battles later?

Again, haven't played for years, but am thinking about picking up the game again.

Yes. Of course, that offensive negate could be negated by a defensive negate.
