Rules question post

I took all the rules questions and put links to them in a post to make it easier to find things.  As I was doing so I had to rename some of the topics so that the names gave an indication of what is inside.  Hopefully this will help people check to see if their questions have already been asked and also serve as a quasi-guide for posting new questions.  If anyone finds anything wrong in the list, let me know and I will fix it.  Any suggestions on how to make it better are welcome as well.
