Blue Area Of The Moon. Why the negative Inherent?

Just wondering if anyone had opinions on this one. First, I think i'm reading it right. If an energy 7 power card from BAotM's team hits the opponent it only figures as a 5 power card for counting Venture Total right? So my question is why the negative?

If you build a team with the 4 highest Energy characters you end up with a sum total four points below the Sum Deck Rule. Granted, if you were to go with Kree - Shi'ar - Inhumans - Quicksilver you would be over the total and have 2 8's, but they would be different skills

I guess this does make a decent 80 pt E-I team but i still wonder if it really needs the negative Inherent about Energy.
