Does any one know who the artist is for the Classic Double Shot Torpedo ROM card?

Possible guess:
Jim Miller or Brian Michael Bendis?
Frank miller?

Possibly Al Milgrom, he did similar art for a cover.

I don't personally know, just my best guess.
