Symbiotic hero event and beyonder activator?

The event where no one per decks may be played is devastating and many build their deck around it.  Sure, special cards are locked down but also any power power cards and tiffany mp5pc, a-next...it can ruin your day. Q: is a beyonder activator qualify as a one per deck? I would think yes...
...whoops found it on other thread...it DOESNT affect beyonder activator...
