Secondary effects of special cards

Cards like Dazzler's Absorb Sound or the Reavers Gateway require you to discard cards in order for the secondary effect to happen. If the character using the card has nothing to discard can they still get the secondary effect?

I've always assumed so, yes.  The wording doesn't at all indicate the second sentence of Dazzler's BY is dependent on the first.  And the ruling for the LI Special specifically states:

If only one condition exists, the card may be played, although if both conditions do not exist, then the card must either be placed or discarded.
