Can I play this with any special from my hand or just a Black Panther special?

The reason I ask is because I wanted to try my hand at a venture manipulation deck.  Any thoughts?

It's risky with the KM special because you're using 2 cards to get a maximum of 12 venture points, with 5.2 points on average.

Card advantage would be an issue, but I think that can be remedied with the right team members.
