It IS an attack, so yes.  I think it is limited to when you knockout someone though.  I'm eager to hear from BBH, Onslaught or JAck on this one.

this card always seemed like a break even at best play.  once they started making reserve specialists, the card went from bad, to harmful for the user

I believe it can, yes. But unfortunately, it can only be played after you've knocked out a front line, and before the reserve comes in.
