I mean I get that immediately after its played it could be negated offensively, but it would seem if I play a card that doesn't let you play specials defensively it would include defending the card itself. Because it doesn't contain any text regarding its own defense. See the JZ or OD Specials for reference:

Quote* WRECKING BALL (JZ) <CL> {C}
        Acts as a level 5 Strength attack. May not be defended with a Special
            card.

Quote* DEVOURER OF WORLDS (OD) <XM> {R} [OPD]
        Play during battle. Opponent cannot use Activator cards for remainder
            of game or until this Special has been attacked with 4 Activator
            card attacks. This Special may not be negated.

So, because the NN Special isn't specifying how it can or cannot be defended, it's open to any normally applicable defense - namely, negates.
