Mutant hound vs cannon fodder?

Which one 'wins' ?  Mutant hound on onslaught makes cannon fodder placeable but unplayable?  Would if have to be discarded if onslaught had placed special.   Also if fodder is played you can't hound him?

Actually, Mutant hound will always trump cannon fodder, because it prevents shifting outright.

Even in play, Cannon fodder which acts as a 'permanent shift' won't affect Mutant Hound because of the stipulation on mutant hound. Cannon fodder doesn't force you to attack the character who has Cannon Fodder placed on him, it shifts the attack away from Onslaught. That's an important strategic distinction, because the shift rule comes into play.

If Cannon Fodder is in play, you still attack Onslaught, and then move the attack to the character with Fodder played to him. The opponent may not defend from Onslaught, the attack is shifted 'behind' any active protective barriers, and the opponent is not allowed to re-shift the attack via other means.

Conversely, a card like Danger Seeker, though, isn't affected by mutant hound because it's not generating a shift, it's forcing you to attack a specific character from the get go.

It should be noted, that if Mutant hound has been played on Onslaught - it doesn't make Cannon Fodder unplayable - you can still activate it... you just can't use the effect until you can remove mutant hound.

Is there a "hierarchy " to IA of hero vs IA of Homebase vs specials vs events?  If AOA Colossus throws a 7S PC @ invisible woman can FFPlaza shift it to thing?  His IAF says they can't FF says they can.  Does it make a difference if it's a follow up from a teamwork?   Does mutant hound lockdown the FF plaza?  And then there's the Image event where shifting isn't permitted (cyber force vs the mercs). Some was answered on wiki but some dots aren't connected...
"Rules
No cards that are in play or that can be played defensively would allow an attack of the specified type to be shifted or otherwise moved off of the original target. This includes Inherent Abilities that allow for shifting.
An attack made with a particular card could be any type of attack, so long as the specified card is a part of that attack. For example, an attack made with an Energy Power card could be (a) just a power card attack (b) playing an Energy Power card as part of a teamwork follow-up (c) Contributing an Energy Power card to a Double Shot card, etc.
Character Examples
Bastion (3-2-4-7) May play any 'Sentinels' Special cards. Attacks made with Intellect Power cards may not be moved or shifted from Target Character.
Colossus: Age Of Apocalypse (2-5-7-3) Attacks made with Strength Power cards may not be moved or shifted from Target Character.
Goblyn Queen (7-5-2-5) Attacks made with Energy Power cards may not be moved or shifted from Target Character.
Typhoid Mary (5-7-3-2) Attacks made with Fighting Power cards may not be moved or shifted from Target Character."
