I assume the main inherent is that they can use either characters' specials?
at first glance, the 2 best appear to be Apollo (ray+cyclops) and speed demon (flash+ghost rider). some awesome specials there!
Yes I think most would be free to play both but maybe some would be limited to 1 character's opds.
Might be a rule that you can only have 2 amalgam characters, since the potential for cloning in a deck is high.
