Much more aggressive than the legacy. I like the 16 pt. cost, too.
I'm not sure that I agree with the "rule"/theory that 15 pt. characters can't have a 7 skill. Riddler is justa the sort of uni-dimensional character (dare I say "1 trick" pony?) who could be worthy of it. It's an extreme end of the scale, similar to giving Doc Doom a negate. If it's true to the character, it should be allowable.
He is very aggressive, which is wholly intentional. Villains by their nature tend to be a lot more proactive than the heroes. Especially someone like the Riddler who is constantly trying to prove he's smarter than Batman. I recognize he'll need a defensive card of some sort in an expansion however. Query & Echo will likely get upgraded. As for his point total, I just don't want any 7-stat characters lower than 16 points for the same reason I don't want any 8s lower than 17 points. It means compromises (Rhino shouldn't have 6F, but he has to in order to come out to 16 points), but I think making those characters too cheap hurts deck-building creativity. The game doesn't need another X-Man situation.

Quite true, but some characters kind of fall out that way anyways.
I'm thinking of Franklin Richards at 8224, but he'd need an IA requiring a higher cost to account for either A) his own appropriate Specials, or B) an ability to use other's Specials. X-Man could have easily been nerfed (cheap way out, I know) similarly to compensate. justa thinking.....
I don't mean to dwell on Marvel in a DC thread, but the analogies are easier sometimes.
A negative IA might be a workable way to get characters like that into the game. Lord knows I'd love to see an 8I Valeria Richards.
