Major Victory - what a name.  what if he loses?
revamps muddied the waters, but i gave him a try anyways.

Future Guardians (HN) [OPD] Acts as a level 11 AnyPower attack.  Does not count toward Spectrum KO.

Ionic Blood (DO) Negates the effect of any 1 numerical Special played by Opponent against Major Victory only.

Protect The Team (AC) Any attack on teammate may be shifted to Major Victory, who may defend.  If attack is defended, draw 1 card.  Discard if duplicate.

Psychokinetic Blast (AR) Acts as a level 7 Energy attack.

Psychokinetic Shield (KG) [OPD] Major Victory's Team may not be attacked by a card with a value of 7 or greater for remainder of battle.

Temporally Displaced (HD) [OPD] Sort through Defeated Characters Pile and remove 1 Event card.  Exchange Event card with top card of Draw Pile and place in hand.  May keep if duplicate.

The Captain's Shield (HO) Acts as a level 6 Fighting attack.  If successful, Opponent is -4 to Venture Total.

Good stuff, definitly like the art choice you used for Victory. He had some goofy appearances in the comics.

Did you make Gamora yet? It would be nice to see her, Nebula and Yondu to tie up that modern GotG theme.

yes i made Gamora.  if you scroll through the Custom Cards board, you can find all 14 of the character i made, clearly labeled.
i have no plans for either Yondu or Nebula at this time.

Vance Astro(vick)! Awesome! I liked the choice for Captian's Shield especially. I also like the way you've updated the AC shifting cards. I wish i'd done that with a few of mine.

The only 1 i'm going to pick at is Psychokinetic Shield. Kazar's non-OPD is level 7 and higher. I'm thinking that it can be used defensively too. Making it 6 or higher and protecting the whole team seems realllly good. I'm not sure a 7 and higher version that protects the whole team wouldn't still be really strong. That would still lock out all the high special cards in an opponents hand plus the power cards affected. And if i'm right that it can be played defensively thats and avoid 1 high attack too.  And since it can be played non defensively it still shuts down all those higher attacks against the whole team.

I would suggest maybe keep the 6 or higher text and make it "Major Victory or target teammate may not be attacked by a card with a value of 6 or greater for remainder of battle. OPD That still gives it flexability as an avoid and protects 1 character for the RoB. But doesn't completely negate all the high attack value cards in the opponent's hand.

My 2 cents.

I do really like how you tried to make the KG special more useful though.

i also believe it can be used defensively.  i was torn over this one.  at first i wanted to defend the wording as is - as an OPD it isn't that much different from a BY special that makes you discard all of 1 icon.  it would squelch teamworks and higher level specials, so it would be most effective against higher level teams, but have little to no effect on a max 6 team.  and the power cards can still be used defensively.  plus, would expanding it from "self" to "team" really be OPD worthy, and desirable to play.
but after running through several scenarios, the 6 was a little too much, so i upped it to 7 or greater.  "target teammate" would be too restrictive.
