Leading up to and during the recent Peacebridge Tournament in Buffalo, there has been on-going discussions on making new tournament legal cards to make some more characters playable, and to fix some basic broken mechanics. Also to create some characters that appeared on homebases, but were never made.
While I think the rules we've passed in the last 1-2 years have been effective (Team OP can place activators; DOW Multi-dump; a-next can be placed to all homebases; all homebases besides Team OP can place an additional special card to that slot) I think the next logical step is to make some new cards that make a broader spectrum of characters and mechanics usable.
Please see the attached documents on this project. It is called Masters of Evil, vol1 and will attempt to fix half of the marvel villains who are missing cards or are otherwise tournament unplayable in current format.
How is this different from the many other custom cards projects? Well if you see the document attached, this is done with a REAL eye towards an objective and formalized game balance. Also the idea is to have many different active tournament players / regions assigned work within the scope of the project, such that when the set is complete, it will actually be accepted willingly for tournament play, unlike many of the other sets and custom fixed that are only accepted within 1 group for the sake of "funsies"
The documents attached are where we came up with a basic special cards and overall ranking system - in the aim of creating an effective valuation of characters that are playable currently with an eye towards creating an effective floor and cap on how good new characters and additional specials can be. It's very basic and with an eye towards actions and big effects. THis was a 10+ hour project with feedback solicited from a select group. I'm open to more feedback, but also understand the purpose is to create an effective cap, not perfectly order the entire overpower universe. Think of it as a loose model.
MOE Vol1 Characters will be assigned different people in different regions to complete within the constructs of the set-up cap. Or if you want something assigned to you, but you don't know what, message us and we can assign. Feel free to email or call me with questions about the structure of this project - but read the word document attached to this email first.
Again, I think this can be a process where everyone has input AND we come up with an exciting upgrade to characters that aren't, but should be, at least fringe playable.
If this is a success, then we may proceed with Master of Evil Vol2, and a new DC upgrade (separate and apart from DC3) via this same process. I would suggest the title of DC Young Justice, but we will see.
I'm also hoping to present a "Ted Talk" type thing on this at Columbus OP Cup, soliciting feedback there. The goal is for new cards to be play tested and ratified by either K2 or next Peacebridge.

EDIT: Regarding Breadmaster's and other prior attempts at expansions - my experience so far has been that new sets that are "pet projects" of 1 person have a very hard time being accepted by a wide group for a number of reasons. 1) lack of input prior to finalization of the cards 2) lack of objective focus on game balance 3) lack of creative input from a diverse number of people.
This project seeks to get as much input from people withing our running tournament circuit (K2, Peacebridge, OP Cup, OP Championship) on the front end, while also adhering to a basic statistical view of balance within the current game.
For example, DC3 had a lot of good ideas, but also had a lot of imbalances. And it certainly wasn't created with an eye towards tournament balance.
Its good to have some new cards for fun, and prior cards have done that part well. But in terms of having new cards be accepted for tournament play or widely in the community, I've yet to see that happen. This attempt is trying to fix that. Maybe it will fail, who knows. Its something that has been internally debated heavily and has applicable documentation in terms of process, characters ratings, etc.

it seemed to me that breadmaster tried quite hard to meet items 1 & 3, from following the thread over a period of years. it wasn't just a 1-man project. which is why i wished you good luck earlier.
i'm not a tournament player, so i really couldn't speak much on item 2.
i think the biggest problem is that everyone has their own ideas of how a character should be defined, both by grid and by specials. if someone or a group decides it doesn't like someone's ideas, they simply ignore them and use their own versions. a "central authority" (maybe your Governance Committee?) would need to make the determination, as with the legacy cards (which may not have been balanced, but at least are accepted by most). i applaud you for trying.
I made an expansion set, sure I didn't ask for feedback during the process but after I released it I asked for input on balancing the set out and didn't get much feedback at all. I'm still willing to change my cards to be playable by the whole community, all I would want kept are the card names and images. The character cards (grids) and card effects can be changed as needed. I just don't think that anyone wants to play test, I also think my expansion set is too "sexy" for Overpower LOL
Might it be possible for anyone associated with this project to post at least a list of the cards created by this set? I sent Dave an email both when the project began, and again when he suggested it in breadmaster's thread now that the set has been completed, but I have never gotten a reply. obviously no one wants to post them on the site, and apparently electronic versions of the picture files are too difficult too. but at least with a list, us non-tournament players can see what we're missing. or is the entire project restricted to only tournament players?
I want to make the cards for green goblin and dracula
