my answer would be NO.  the card clearly states that it can only be defended by a level 3 Power card, which a "negate" is not.
but then again... I could be wrong...

keep in mind that it was 2019 when I said that. (legacy rules)
using Modern/LRG rules, it CAN be negated, because negates are no longer considered to be a defense.  Once it passes the Astral Plane, it can only be defended by a Power card.
