his specials are pretty good as is. i'd switch his AR to strength, as he can use his powers to bulk up
i suspect most won't agree with the 7 fighting, but i think he deserves it in that he can stay competetive with most of the other 7 fighting characters, and even some of the eights (same reason i think spidey deserves an 8, but that got lots of push-back)
in fact, based on his stretching alone, he could almost be an 8, except that he seems to lack the killer instinct and lust for combat the other characters have.

wow! however good Mr.F was before, making him a dual-grid 8-7 pushes him right over the top! I'm not saying the grid doesn't make sense, but in terms of gameplay, that seems like it could be too much...

he is one point more expensive, making him slightly less attractive (lol...who's kidding)
and based on the overpower method of assigning energy willy-nilly, sometimes based on what level energy a character can tank, he could even go as high as 5 (he could tank a 6, but that's too far even for me ;)). that would drive his cost up into the 20s
to me, energy should only be what a character can generate on their own, but that's a different discussion
I made mine as 1E/6F/3S/8I (18). I just think the official card doesn't represent his elastic powers. But in my opinion, they are only max 6.
