I was intrigued by the character card of The Watcher that Bios put up in an earlier topic.  Having recently come into a lot of spare time, I put a lot of thought and a little research (alas, no play testing) into it, not so much for a Beyonder deck, but more for an opportunity to use several higher-priced characters on the same team.  I decided that in my humble opinion, there were 2 things that deterred me from using the character.

1) He's dead weight - he can't do anything except defend himself with power cards.  He has the ability, he's just not supposed to use it.  But he has used it - many hundreds of times over his lifetime, usually in times of great peril.
2) When his last teammate is KO'd the game is over.  Would Uatu really give up that easily???  Why would anyone waste an attack on him unless forced?

To make myself happy, I created a set of 5 Special cards for the Watcher to at least make him more attractive for me to use.  (My 1st homemade cards, too!)  I've included the thoughts behind them as well.

What is the Watcher's primary function?  To observe and record.  Vast amounts of knowledge have accumulated over the eons, and occasionally Uatu aids the "good guys" by giving them information on how to neutralize a known threat, or alerted them to an unrecognized danger.

            Choose 1 Power card with an Intellect icon from the Power Pack and place in hand - Reshuffle Power Pack - Teammate's Intellect Rating increases to 7 for the remainder of battle.

What is the Watchers credo, their code, what is burned into racial memory due to the actions of Uatu's father?  Non-Intervention.

             The Watcher may not attack or be attacked for the remainder of battle.

As stated above, he does interfere in the events of mortals, he has the power, why not?  But it is frowned upon greatly by the Watcher community, so there's gotta be a penalty, right?.....

The Consequence Of Taking Action
              Negate the effect of any Special card played by Opponent - The Watcher may not defend himself for the remainder of battle.

In the "non-attack" mode, what else can The Watcher do?  He uses holograms and teleportation to keep himself from harm, I'm sure he could hide to heal himself, and occasionally he must return to the home planet to file his reports.  Which leads to...

Relocate To The Moon
               Remove all hits from Permanent Record and Hits From Current Battle and switch places with Reserve.

And finally, to give a glimmer of hope to the "end game", a way for The Watcher to survive the worst.  Whatcha gonna do when your on your own and the bad guys are beatin' on ya?  Roll over and play dead?  Or go down fighting?  Remember, at this point the universe (game) is at stake.  (Granted, its killable by an AO or KL special, so you don't want to play it too early, but never too late because it allows attacks.  Which do you place, this or Relocate?????)

Sometimes I just Have To Intervene...
               The Watcher may attack with power cards for remainder of game if all other teammates are KO'd.  Opponent's Power cards are +2 to defend.

"Justa" thought I'd float the ideas out there, and let the OP community chew them up and digest as you will.  let me know what you think.

If the game is over when all of his teammates are KO'd, why does he have a special saying he can attack when all of his teammates are KO'd?

And what is his grid? He would be quite a bargain if he was 1-1-1-1 or something like that. You could put him on a team with Beyonder and Galactus.
