I'd vote for addition of a JLA affiliation, but I understand why you left it out.
While I agree Systems Upgrade is very appropriate for the character, I think the benefit it provides is much more marginal than for Absorbing Man.  At 19 for Sum Deck & 3 colors of teamworks, he's a hell of a deal without the bump in stats.

Could you please explain your reasoning for his Intellect at 6 instead of 5?  (I'm reminded of the Cap A (6) vs Cyclops (5) discussion in another thread.)

From Wikipedia:

In addition to his mechanical enhancements, Stone possesses an "exceptionally gifted" level of intelligence; his IQ has been measured at 170.

That's established in at least a couple different issues, and he routinely demonstrates great problem-solving and leadership skills.  Seems to me he just gets overshadowed sometimes, being teammates with Tim Drake and Dick Grayson.
