i applaud what you did with Summon Thunder!     where it affects Any Character as well as Activators, i find it extremely more useful.

Ya, it's been bugging me too.  I don't want to make it OPD because of its interaction with Lord of the Vampires.  Maybe restrict it to just one hit instead of all?  So then it would basically be a more versatile version of Omega Red's AL.  That might be the best solution.

as an alternate nerf - only remove hits of 4 or less.  the pr pitch: it takes something big to take Drac out - he doesn't sweat the small stuff.

maybe remove a hit that's half the power of the power card used?  so if you use a 7 it'd be only hits 3 and under because there's not 3.5 hits
