I think it's safe to say that, as a whole, the Batman/Superman set is the weakest, when compared to the other sets, right? So, what's the next weakest? For that matter, which is the strongest set? Monumental? Classic?

How about this, how do you rank the sets in terms of potency?

Monumental brought an awful lot to the game.  That makes it pretty strong.  Original OP brought THE GAME, which also makes it pretty strong, yet not flawless.  X-men brought Aspects, which had massive potential (and some are really really useful) but didn't cover all their bases.  Image brought some interesting tricks, and Powersurge did a nice job on expanding on Original OP.  Mission Control brought in some new strategies and tactics.  I.Q. didn't bring much in the way of new mechanics, but it did give quite a few characters a much needed revival.  Doctor Doom did get 2 of his best cards from I.Q., though he hardly used for his Diplomatic Immunity.  JLA brought us Tactic:Double Shots, which are nice, though seem to be debatable, while Classic expanded upon them and brought up Artifacts.  JLA also brought a lot of usefulness to characters who most wouldn't wipe their asses with.  Hmmm...  tough call as to strongest to weakest.  I would have to throw Monumental near the top of that list though.  JLA would come in the middle somewhere, but which set is next to B/S?  Probablly Classic, or X-men, but mostly because the game died so shortly afterwards that we couldn't really see what they were setting up for.

From the strongest to the weakest (at least in my opinion  ;)):

1 - Monumental (Marauders, Starjammers, X-Babies, Reavers, Four Freedoms Plaza, Bastion Any Character and Onslaught reprints)
2 - I.Q. (Captain America 8F, Beast 7I, Deadpool with I.A., Professor X 8E/7I, Scarlet Witch 7E, Power Leech, and many others, still the base of most decks)
3 - X-Men (X-Man, Deathbird, Donald Pierce, Bastion, X-Men: OT, DoW and Aspects)
4 - Classic (Heroes for Hire, Captain Mar-vell, Reyes, Dazzler)
5 - Power Surge (A really great offensive/defensive special mix, still the base of many decks)
6- Mission Control (not as good as PowerSurge, but most characters are competitive - Morbius, Sentinels, Nightcrawler, Hawkeye, Quicksilver. Also brought the event cards)
7 - Image (Some really good special ideas, but too concentrated in offensive tactics. You hardly see an Image character in a deck. Spawn, Zealot, the 5M and 8A power cards are the main reasons why Image beats DC's sets)
8 - J.L.A. (Even suffering with the anti-negates crusade, still have good things like Neron, Flash and The Ray. Missed the opportunity to bring some characters from Bat/Sup set to the game, with Robin's Surfing the Net being one of the few exceptions) 
9 - Marvel OverPower (if wasn't for IQ, both character's update and new specials, this set would be left behind. Since I.Q. put so many characters back into the game, Marvel OP set also was kept alive)
10 - Batman/Superman (What a shame, my fellow game designers! You had the chance of making Superman, Batman, Nightwing and all those classics and just came with that lame set? What were your ideas? A "level 4 AA" vs "level 4 AR" war?  :P)
