I'm sorry, but I'm afraid my english is not good enough to understand if you actually like the fact that it's restricted to INT or not... My intention was to give to this location a good AI, because the characters combinations are quite low in ranks, but I didn't want to make it gamebreaking. Since you can do it every turn, seemed fair to restrict it to one power type, after all the sense is: they are all nuts, so they are unpredictable.

Uhm, this make me think. The purpose of all this operation was trying to give DC a boost to make them more competitive, even with the MArvel counterpart. I guess this is only the beginning.

Yes, I agree with your thoughts on Arkham.

Also, yes, this will probably be only the beginning in making DC more competetive  :D

I'll try to give all this a graphic form and I'll beta test them in actual play, let's see how it goes. Locations means battlesites, not only homebases, and maybe this could be enough.
I know that DC are weaker, but I don't think they suck completely. Even in the base DC there are few characters that coul make a decent team. Ok, decent is not exellent, of that I'm aware...
If locations turn out to be unsufficient, I think that a single special per character could do the trick. But we are looking veeery forward!
