i don't want to repeat the Riddler conversation other than to say that this is another character worthy of a 15.  a 6 & a 7 on a 16 point character seems like overkill if you can't have a 7 on a 15 point character, but i'm NOT suggesting you raise his Energy to 2 or Intellect to 3.

but it leads me to wonder......
                why are there so few 15 point characters to balance out the 23 point characters?  can this be explained by game design considerations?  or is it a human element that tends to boost the stats of a character that is liked, or is getting a promotional push?  i note than in legacy cards there are the same number of 23's as there are 22's ( one more if you count Warlock with no Specials).  adding in all the homemade cards i've seen, there are still more 23's than 22's, but still not very many 15's.  yet some characters seem to fall into that level and are artificially boosted to 16.  guess it's a pet peeve of mine.

I have a lot more 15-point Characters planned, I just haven't gotten around to them yet.  There aren't any in this Marvel set, but there are five at 16 vs. only two at 23.  And there's one at 15 in my next DC set vs. one at 23.  I am conscious of the balance, and overall there are more low-cost Characters in OP3 than high, but it seems like so many of the most popular Characters are on the expensive side.  Of all the Characters I've statted up so far, the kind of Characters that sit at 15 points are not exactly all-stars.  They include Characters like Marrow, Callisto, Mole Man, Mojo, the Enforcers, Puppet Master, Tombstone, Toad, Hourman, Lady Blackhawk, Zsasz, and the Ventriloquist.  We'll get there eventually, but you can see how those Characters aren't exactly the highest priority.

yeah, i guess i missed the obvious again.  most of the 15 point characters are just not that popular, though i'm looking forward to some you list above.  but they will allow for more deck diversity, and make some team-ups of higher level characters easier to build for.  (we actually increased allowable sum deck total to 78 for a while to compensate - avg 19.5 per character instead of 19.)

why more 23's than 22's (both in legacy & homemades) is still somewhat of a mystery to me, and the popularity issue doesn't seem to apply.  (one would expect a smoother bell curve.)  but that's a story for another day.

I can't speak to others, but looking at my own first 200 Characters (including both Marvel and DC), there's an even number of 22s and 23s.  10 of each.  On the flipside, there's a whopping 20 at 16, but only 4 at 15.

well, 10 to 4 is better than 8 to 1, that's for sure.
