pardon my "noob"-ness, but are these expansions for real?  do any tourneys allow them?  I like silver surfer grid is 8, etc.

I can't make a statement about "any" tournaments, but I know that the only "homemade" cards allowed in the tournaments I've seen on this board are the Marvels cards.

I love these cards! Exactly what the game needs, an overhaul.

I would definately be in favor of these cards being adopted and used in tournaments. This would fix so much of the game. Not everything of course.

"Overpower Legion" as he calls himself is only on facebook.  He's a good guy, he's made his own marvels set, and two other sets which he sent to anyone that wanted them and pretty much just charged them shipping.  i got his reboot sets, i like the card effects and the art he chose is superb, the print quality was a little meh and the cards didn't fit in sleeves unless you trimmed the sides...but for free cards, they were awesome!

The tournament organizers decide which sets are legal.

For tournaments organized by OverPower Toronto, only the Marvels set is allowed as an "unofficial" set.

The upcoming K2 Challenge will be the same.

I think homemade expansions are great and they show that there is still interest out there in reviving the game. Will any of them be universally accepted? Highly unlikely. But for me its still fun to see new ideas out there and I'm always open to having improvement made to the game.

I bought two sets of his homemade PowerBalance from this guy a few months back.  The cards were spectacular.  I'd love to get my hands on his modified sets that he posted.

Just to make things clear for anyone reading this in the future, the guy who made "Power Balance" and the guy who made "Reboot" are two different people.
But apparently "Reboot Wave 2" has all the characters and specials for the characters that were in "Power Balance"...
