Since you only listed heroes on these locations and there are plenty of villains also in these places, why not try a slight renaming.  Instead of just Metropolis, what about something like "Skies of Metropolis"  and similarly, for Gotham "Gotham Rooftops".

They will each have a their own version of this Aspect:
"For remainder of Game, X-men (Blue/Gold) Strike Force team's Front Line Characters may use Power cards to defend teammates."

Now I just need work on Inherent Abilities. I'd like something playing into their team-based mentalities. Seems like the +/- to Teamwork cards is a little played out with some of the other Homebases, though (not that I'm against using an existing I.A. for them). I'd also like the I.A. to be different for each team, as they definitely have different strengths in their line-ups. Ideas?

2 things.

First, I gave the X-Men Gold team the Inherent Ability, "For each Value of 4 or less on Character's Power Grid, Character's Power cards are +1 to defense." This means that, once the above Aspect is in play, X-Men Gold would function just like Four Freedoms Plaza. It's a little tougher to implement, since you have to get to the Aspect, but there are plenty of ways to get to an Aspect. Also, while that seems to be kind of vanilla (copying from another Location), I did find a particular bonus - Storm's Inherent! So, her INT power cards would then be +3 to defense, and once the Aspect is in play...!
I've play-tested a few times and it's been really fun. I wouldn't say it breaks the deck, but it does give it a competetive edge.

Second, I've realized that the X-men Gold team fits really well with another recent idea I had about Mission-based theme decks (http://www.beenhereandthere.com/SMF/index.php?topic=486.0).

That Blue team homebase looks crazy fun and I'll be printing it shortly!

I actually just did a variant Dept H homebase for the Wolverine movie : so same inherant and aspect as Dept H  just using Wolverine, Deadpool, Gambit, Sabretooth, Blob, Cyclops.

it's worth noting that the Jubilee cards are all considered OPD, just like all other Any Character/Hero cards. Still, it's a lot of fun. You get a pair of 7, a hold, 2 straight avoids, and you still have a DB plus and AC. It lacks a negate, but it's still lots of fun.

i like the concept, but i think its missing the spirit of the type of card you're creating.  they're called "LOCATION" cards.  if nothing else, adding "Base" would at least keep with the intent.  (an actual geographical location would be nicer.)  don't mean to sound picky, justa expressing my opinion.

I get what you're saying, though. It just really bugs me that some of the combinations of heroes couldn't work, even though they were staples for years and years. I mean, it's not like I'm trying to put Spawn, H4H, Magneto and Beyonder on a team. It just really seemed like I should be able to put Cyclops, Gambit, Beast, and Psylocke on a team (without flipping to 3-stat, or using Betsy).

So, maybe i'll just change the names of the cards. They will no longer be "location" cards, but instead, "Affiliation Cards"  ;)
